Torah Translation
A Torah translation must meet two conditions:
1. The translator must be a Torahdik person.
2. The translator needs to know how the target audience talks when discussing Torah matters: What's transliterated, what's mamash translated, what's referred to in Yiddish, which concepts need additional explanation and which concepts don't.
1. Translation by a Frum Yid:
Of course, it is of great importance that only a kli tahor be used to convey Torah. And of course, only a frum Yid will properly understand the material and translate it accurately.
2. Translation by someone who knows the target audience:
Take someone who knows to write "Israel" for a modern orthodox target audience, "Eretz Yisroel" for a charedi audience, and Shabbat as apposed to Shabbos for a Sephardic target audience, etc.
